Rooftop restaurant of Dhanmondi's Twin Peak building was vandalized by Rajuk, 12 restaurants in Silgala.

A rooftop restaurant has been demolished in the Gausia Twin Peak building on Satmasjid Road in Dhanmondi in the capital. Apart from this, 12 restaurants in that building have been sealed by the Capital Development Authority.

The Executive Magistrate says that although the building was allowed to have an office, it was not allowed to have a restaurant. On May 23, Rajuk visited this building and issued a notice.

Tajina Sarwar, Director and Executive Magistrate of Rajuk Zone-3 conducted this operation on Monday. The raid started after 11 am. But before that, the restaurants in the building were closed.

The rooftop restaurant Retro Life Kitchen has been demolished. Executive Magistrate Tajina Sarwar said the Twin Peak building had F-1 approval. That is, the building can be used as an office. But not as a restaurant. Apart from this, none of the restaurants have taken permission from the district administration for business, he said.

The orders of the buildings which have been ordered to be sealed will be forwarded to the Dhaka District Administration. They will take action later.

A restaurant called Spice Herbs was fined Tk 2 lakh in the raid. Its owner Raisul Alam Khan told Prothom Alo, "I did not know that a restaurant cannot be opened. The approval of the district administration was also not known. I have done the restaurant as a commercial building. Where is our fault? What do we do now?'

Shahidul Islam, logistics manager of the Gausia Twin Peak building developer authority, said that the building is going on as per the architect's design. They have taken the approval of the restaurant from the Ministry of Public Works as commercial. However, there were conditions in Rajuk's design. RAJUK approves F-1. He said that even if there is F1 all over Dhaka, restaurants can be built, that was said by the architect.

Shahidul Islam said, only this building has been constructed by their organization. It is then explained to the building owners. There are several owners of the building. They have rented the restaurant as their own.

Rajuk said that the restaurants where the authorities were found, are being fined. Their campaign will continue.

46 people died in a fire at Green Cozy Cottage on Bailey Road in the capital last Thursday night. There were restaurants on all the floors except one in that building. The building had no fire safety measures, the fire service said. The letter was given three times stating the risk; But no action was taken.

After this incident, the police raided around half a hundred restaurants in the capital's Gulshan, Dhanmondi, Mirpur and Uttara from evening to night on Sunday. Police arrested at least 22 people including managers and workers of some restaurants in the operation.

রাজধানীর ধানমন্ডির সাতমসজিদ সড়কের গাউসিয়া টুইন পিক ভবনে একটি রুফটপ রেস্তোরাঁ ভেঙে ফেলা হয়েছে। এ ছাড়া ওই ভবনের ১২টি রেস্তোরাঁ সিলগালা করে দিয়েছে রাজধানী উন্নয়ন কর্তৃপক্ষ।

নির্বাহী ম্যাজিস্ট্রেট বলছেন, ভবনটিতে অফিস করার অনুমতি থাকলেও রেস্তোরাঁ করার অনুমতি ছিল না। গত ২৩ মে রাজউক এই ভবন পরিদর্শনে এসে নোটিশ দিয়েছিল।

আজ সোমবার রাজউকের অঞ্চল–৩–এর পরিচালক ও নির্বাহী ম্যাজিস্ট্রেট তাজিনা সারোয়ার এই অভিযান পরিচালনা করেন। বেলা ১১টার পর অভিযান শুরু হয়। তবে এর আগেই ভবনের রেস্তোরাঁগুলো বন্ধ ছিল।

রুফটপের রেত্রো লাইফ কিচেন নামের রেস্তোরাঁটি ভেঙে ফেলা হয়েছে। নির্বাহী ম্যাজিস্ট্রেট তাজিনা সারোয়ার বলেছেন, টুইন পিক ভবনটিতে এফ-১–এর অনুমোদন ছিল বলে জানিয়েছেন। অর্থাৎ ভবনটি অফিস হিসেবে ব্যবহার করা যাবে। কিন্তু রেস্তোরাঁ হিসেবে নয়। এ ছাড়া কোনো রেস্তোরাঁই ব্যবসার জন্য জেলা প্রশাসনের অনুমোদন নেয়নি বলে তিনি জানান।

যেসব ভবন সিলগালা করার নির্দেশ দেওয়া হয়েছে, সেগুলোর আদেশ ঢাকা জেলা প্রশাসনে বরাবর পাঠানো হবে। তারা পরবর্তী সময়ে ব্যবস্থা নেবে।

অভিযানে স্পাইস হারবস নামের একটি রেস্তোরাঁকে দুই লাখ টাকা জরিমানা করা হয়েছে। এর মালিক রাইসুল আলম খান প্রথম আলোকে বলেন,  ‘রেস্টুরেন্ট করা যাবে না, তা জানতাম না। জেলা প্রশাসনের অনুমোদনও জানা ছিল না। বাণিজ্যিক ভবন হিসেবে রেস্তোরাঁ করেছি। আমাদের দোষটা কোথায়?  এখন আমরা কী করব?'

গাউসিয়া টুইন পিক ভবনের ডেভেলপার কর্তৃপক্ষের লজিস্টিক ম্যানেজার শহিদুল ইসলাম বলেন, স্থপতি যেভাবে ভবন নকশা করেছেন, সেভাবেই চলছে।  তাঁরা বাণিজ্যিক হিসেবে গণপূর্ত মন্ত্রণালয় থেকে রেস্তোরাঁর অনুমোদন নিয়েছেন।  তবে সেখানে রাজউকের নকশার শর্ত ছিল। রাজউক এফ-১–এর অনুমোদন দেয়।  সারা ঢাকায় এফ১ হলেও রেস্তোরাঁ করা যায়, সেটা স্থপতিই বলেছেন বলে জানান তিনি।

শহিদুল ইসলাম বলেন, তাদের প্রতিষ্ঠানের পক্ষ থেকে শুধু এই ভবনটি নির্মাণ করা হয়েছে। তারপর এটি ভবন মালিকদের বুঝিয়ে দেওয়া হয়। ভবনের মালিক বেশ কয়েকজন। তাঁরা নিজেদের মতো করে রেস্তোরাঁ ভাড়া দিয়েছেন।

রাজউক জানিয়েছে, যেসব রেস্তোরাঁয় কর্তৃপক্ষ পাওয়া গেছে, তাদের জরিমানা করা হচ্ছে। তাদের এ অভিযান চলমান থাকবে।

রাজধানীর বেইলি রোডে গ্রিন কোজি কটেজে গত বৃহস্পতিবার রাতে অগ্নিকাণ্ডের ঘটনায় ৪৬ জনের মৃত্যু হয়েছে। ওই ভবনে একটি তলা ছাড়া বাকি সব কটি তলায় রেস্তোরাঁ ছিল। ভবনটিতে কোনো অগ্নিনিরাপত্তার ব্যবস্থা ছিল না বলেছে ফায়ার সার্ভিস। ঝুঁকিপূর্ণ জানিয়ে তিনবার চিঠি দেওয়া হয়েছিল; কিন্তু কোনো ব্যবস্থা নেওয়া হয়নি।

এ ঘটনার পর গতকাল রোববার সন্ধ্যা থেকে রাত পর্যন্ত  রাজধানীর গুলশান, ধানমন্ডি, মিরপুর ও উত্তরার প্রায় অর্ধশত রেস্তোরাঁয় অভিযান চালিয়েছে পুলিশ। অভিযানে কয়েকটি রেস্তোরাঁর ব্যবস্থাপক, কর্মীসহ অন্তত ২২ জনকে আটক করেছে পুলিশ।
